The UK’s Trade Remedies Authority (TRA) has today announced the official launch of its new Trade Remedies Advisory Service, a significant development aimed at strengthening support for UK businesses—particularly small and medium-sized enterprises (SMEs)—in navigating trade remedy investigations.
Replacing the former Pre‑Application Office, the new service forms part of the government’s broader 2025 Trade Strategy and is designed to ensure a more streamlined, accessible, and user-friendly experience for companies affected by unfair international trading practices.
Full-Lifecycle Support for Businesses
The new Advisory Service provides end-to-end guidance, from early-stage queries to navigating the complexities of investigations and final determinations. It offers more structured, clear, and proactive support across three core areas:
Clearer Guidance – A suite of tailored resources including webinars, factsheets, and industry-specific workshops.
Proactive Engagement – Enhanced monitoring and early identification of businesses in need of support.
Improved Processes – A simplified application process and improved case handling tools to reduce the administrative burden on companies.
TRA Chief Executive Oliver Griffiths highlighted that the service is designed to meet the real needs of UK businesses:
“We are delivering more tailored, practical advice to help businesses understand their rights and engage in the trade remedies process with greater confidence.”
Stronger Focus on SMEs and Industry Segments
In a significant upgrade from its predecessor, the Advisory Service includes dedicated specialist teams for importers, producers, and SME applicants. These teams will help ensure businesses from all sectors can effectively raise concerns about unfair trading practices and benefit from remedies where appropriate.
The move is particularly relevant to industries like aluminium, where UK producers may face challenges from subsidised or dumped imports. By offering earlier and more accessible guidance, the TRA aims to reduce barriers to participation in investigations and empower more businesses to act on trade threats.
A Shift Toward Proactive Trade Defence
The Advisory Service marks a shift in the TRA’s operational model—from a largely reactive support function to a more proactive and inclusive approach. This transformation is intended to address the underrepresentation of SMEs and smaller producers in past trade remedy cases and support the UK’s ambition to build a fairer and more competitive trading environment.
What This Means for ALFED Members
ALFED encourages its members to make use of the TRA’s expanded support, particularly if they are concerned about unfair trade practices impacting their business. The new service offers:
Direct, tailored guidance on starting an investigation or joining an existing case.
Workshops and tools to improve the quality and efficiency of submissions.
Access to TRA specialists who understand the unique challenges faced by manufacturers in the metals sector.
